Dr. O.P. Dubey, Director RCE, is a Civil Engineer. He obtained his Bachelor degree in Science in 1971, from Gurukul Kangri University, Haridwar. After his bachelor’s Degree he is doing his Bachelor’s degree in Civil Engineering in 1975 and Masters in Civil Engineering in 1978 from University of Roorkee (Presently known as IIT Roorkee). He has a long and unmatched experience in Water Resource Planning, Development and Management. He has been deeply involved in areas of civil engineering namely Water Resource Planning, Development and Management, Hydrology, Environment, Nuclear Hydrology, Remote Sensing, GIS, Fuzzy Logic and Decision support systems.

He joined Haryana Urban Development Authority in 1977and Later Moved to Irrigation Deptt. Having interest in Planning & Design of Civil Engineering Structures related to water resources development dams & Barrages etc. He pursued his Ph.D. program and obtains his Ph. D in 2004 from University of Roorkee. He also joint University of Roorkee as Lecturer in Civil Engineering where he serve for more than 17 years.

Later he joined as a professor at WALMI Institute, Lucknow as professor and rose to the position of Director in 2012. Later he moved to SRCI, Jhansi as Director where he pursued academic research and administrative activities. With his continued interest in teaching, research and administration he joined Roorkee College of Engineering as a Director in 2013.

As an Educationist with a blend of research, teaching and field experience of more than three decades. He taught at University of Roorkee (Presently known as IIT Roorkee) for seventeen years, pursued research at IRI for more than seven years. Published more than 135 Research Papers guided 110 M.Tech Dissertations and handled 25 research schemes more The position of which he is still holding for the development and growth of RCE & to take RCE on higher and higher heights.

During my stay and by publishing papers in reputed international journals and developing chemicals better that foreign chemicals, I realized that we Indians have the intelligence, talent and the potential to be the more successful people in the world that is why we are running RCE Roorkee which will groom young future leaders to be complete value-driven human-being and competent professional with deep passion for humanity. These will be the people who will lead the world.
